I'd say it's normal, both of my Wii U consoles do the same thing, likely just the when in menu screen, the disc drive is engaged ready to begin playing any inserted video game discs, but when using an app. or digital game, the console automatically powers down the disc drive since it knows it won't be needed to play any disc games.
