You need a receiver with LPCM in order to get surround sound in Wii U games. DPLII is only supported in certain Wii games in Wii mode with the correct setup. This page has more information.

I have a Wii U Pro Controller and that's perfectly normal, try shaking your controller again but with your fingers over the X, Y, A and B buttons and you'll find that was the source of the sound.
