According to Nintendo's online error code guide, this code most likely means that the password or key for your wireless router that was entered is incorrect.

Try the steps found in the link above. If you're still having problems, you can contact Nintendo's support line at 1-800-255-3700 and see if a rep there can help you. And yes, while it may sound crazy, it is possible for online features on the Wii U side of the system to operate correctly while online features of Wii Mode do not.
