That's not exactly what the message means, there seems to be a odd glitch when someone in a Family account possibly registers a qualifying game and then tries to redeem one of these special offers and cannot do so as they actually need to be the Administrator of the Family account to be able to.
But since the Administrator didn't register the game, then they can't redeem it either, so they need to contact Nintendo to receive the prize.
