I am truly sorry, but unfortunately it is possible that your Wii U console and/or GamePad may be defective in some way, so probably the best thing to do is give a call to Nintendo's 1-800-255-3700 (6 am ~ 7 pm Pacific, everyday) Customer Service number, or use their webform to contact them, and one of the service representatives can determine exactly what the problem is, and if necessary, discuss the best course of action, set up a repair with them, or return the console back to the place of purchase for a refund or exchange.
