Perhaps try removing and reinstall the GamePad battery, as it is possible that it isn't making contact with the terminals or something.
But if that doesn't help, unfortunately it could be that theGamePad may need some sort of repair, so give a call to Nintendo's 1-800-255-3700 (6 am ~ 7 pm Pacific, everyday) Customer Service number, or use their webform to contact them, and one of the service representatives can set up the repair process for you.

Notes:
- Turn the power off and disconnect the AC Adapter if it is connected to the controller.
- Use a crosshead style, size #0 screwdriver to avoid damage to the screw or threads.
What to Do:
- Press and hold the POWER button for at least one second to turn off the power.
- Loosen the battery cover screws with a crosshead style, size #0 screwdriver.
- The battery cover is designed so the screws can be loosened, but not fully removed.
- Remove the battery cover by lifting the edge slightly, and then removing it outward.
- Unplug the connector first, and then remove the battery by pulling it outward.
- When disconnecting the battery cable, pull by the plug, not the cable.
- After 10 seconds, insert the new battery (or the old battery if you are reseating it).
- Replace the battery cover and tighten the two screws, being careful not to over tighten them.
