I can feel the slight button delay too. I can't 100% confirm this, though I've heard people that have both Wii NES VC and WiiU NES VC.
They confirmed feeling the same slight lag I feel on WiiU NES VC, yet they said that Wii NES VC didn't have it.
That's inconvenient and strange, considering the Wii U is the new system getting support.
That...actually is quite odd. I have a number of NES games downloaded on my Wii U, most of which I also own the original NES game paks of, and my Wii U Virtual Console releases of these games look, work, and respond identically to the original NES game paks sitting right next to it.
It could be possible there may be a minor issue with the way your system and/or GamePad are handling these games. You might wanna try to give Nintendo a call using their support line at 1-800-255-3700. Talk to a representative there and see what their take is.
