So I've tried cleaning it with water and a soft cotton cloth, and it still won't get past a menu.
I've ordered a Wii U Lens Cleaning Kit from the Nintendo Parts Store, what I want to know in essence, is, will this fix the issue? Or do I need to replace the Super Smash Bros. Brawl disc?
Has anyone had good results with the Wii U Lens Cleaning Kit? And has anyone run into this problem with dual-layered discs like Brawl on a Wii U specifically?

Because the game is used, it very likely could be replacing the game will fix your problem. Super Smash Bros. Brawl can be purchased brand-new in store for an MSRP of $29.99 plus applicable tax. This would be your best option.
